Job Title: SPECIAL POPULATION ADMINISTRATOR\DIRECTOR OF STATE AND FEDERAL PROGRAMS
Wage/Hour Status: Exempt
Reports to: Principal
Under direction, to assist in the planning, development and implementation of the policies,
regulation, guidelines and procedures pertaining to the District special programs; to serve
as a resource to District personnel and pertaining to State and Federal special funded programs;
to audit, monitor and review the special program budget control procedures and compliance
requirements; and to do other related functions as directed. Coordinate with district staff and
outside personnel to formulate, develop, implement, and evaluate State/Federal /special programs
and goals.
Special Knowledge/Skills:
Knowledge of:
- Principles, goals and objectives of public education;
- Methods, techniques, procedures and strategies pertaining to the assessment and evaluation of the
- district special programs;
- Legal mandates, policies, regulations, and operational guidelines pertaining to the special funded
- programs and public school administrative process;
- County, State and Federal special funding sources and the trends pertaining to grant proposal
- development;
- Research techniques, strategies and procedures.
Ability to:
- Provide specialized resource support, for the coordination of creative and innovate special funded
- school improvement and remedial curriculum and instructional programs;
- Analyze, Evaluate and assess school improvement and remediation programs;
- Plan, organize and develop research and survey techniques;
- Plan, organize and participate in the evaluation and assessment of the special funded programs and
- activities;
- Effectively serve as a resource to administrative and instructional personnel and community members
- concerning school improvement and remedial programs;
- Establish and maintain a budget planning and expenditure control procedures;
- Establish and maintain effective organization, community and public relationships;
- Communicate effectively in oral and written form;
- Understand and carry out oral and written directions with minimal accountability controls.
Experience and Education
Experience:
Minimum of three years of experience as a classroom teacher.
Eligible for employment in the United States.
Familiarity with State/Federal programs.
Education:
Possession of an earned Master’s or higher degree from and accredited college or university
in an area commonly taught in the public school, instructional technology, curriculum and
instruction supervision, or closely related areas.
Possession of mid-management or Principal’s certification preferred.
Major Responsibilities and Duties:
- Assist in the planning organization and coordination of the District’s special funded programs.
- Assist in the planning, organization and coordination of staff development workshops and Clinics, field trips, assemblies, and a variety of other school improvement and remediation
educational functions and activities.
- Confer with, counsel and advise administrative and instructional personnel and site councils
concerning school improvement and remediation function and activities.
- Serve as a resource pertaining to the organization, development and preparation of the special
funded program master plans.
- Review, investigate and offer recommendations pertaining to the requisition and purchase of special
program instructional materials and equipment, including state-issued textbooks.
- Research, review and seek out State and Federal funding sources.
- Plan, organize and develop special funded grant proposals.
- Pursue needs assessments and aid in the development of project goals and objectives.
- Assist in the planning, organization and implementation of project evaluation and assessment process.
- Review and analyze evaluation and assessment documentation and recommended revisions to any Continuous Improvement Plans.
- Perform a variety of communication and presentation functions to further community understanding of the special purpose, and how special programs interface with curriculum and instruction.
- Serve as the liaison at the State and Federal level and be responsible for special programs guideline and procedure compliance.
- Perform a variety of training functions in the area of personnel management for special program positions including participation in the recruiting and selection, record management, and collective bargaining process.
- Oversee compliance with special programs and procedures.
Essential Functions
- Serve as the initial contact person for local, State and federal agencies in regards to state and federal programs.
- Oversee the preparation of all reports concerning federal programs, state compensatory educationother legislation which requested by the Board of Trustees, state , or federal agencies, the Superintendent’s office and other divisions.
- Communicate effectively with campus personnel and central office staff regarding state and federal programs funding issues.
- Coordinate and formulate the federal NCLB/IDEA and state compensatory education and other funding applications and/or amendments.
- Ensure that federal NCLB/IDEA and state compensatory education laws and regulations are observed through the use of training seminars for district personnel.
- Design, implement, and maintain a monitoring and compliance system for the district for auditing adherence to policies and regulations.
- Provide budgeting and accounting assistance essential to the preparation, administration and supervision of all federal, state local budgets.
- Coordinate and assist the Financial/Budget departments in activities which enhance the fiscal operations of the federal and state programs.
- Prepare NCLB comparability reports, IDEA Maintenance of Effort reports, and MAC/SHARS Reports.
- Analyze and forecast spending patterns during each fiscal year for all federal and state programs to
assure compliance to planned budgets. Recommend corrective actions to any deviations from from established goals.
- Coordinate the planning and support the development and implementation of instructional and
- support programs utilizing state and federal funds assuring compliance to policies and procedures.
- Ensure that funds are expended in a manner consistent with the instructional program design.
- Maintain an efficient funds management business system.
- Attendance at the work site is required to meet essential functions of the job.

district/department goals and follow districts policies and procedures.

Mental Demands/Physical Demands/Environment Factors:
Maintain emotional control under stress. Frequent district-wide travel and occasional
state-wide travel, occasional prolonged and irregular hours.
